Hoorn starts collaboration with development partner for Poort van Hoorn station area

The Municipality of Hoorn has selected Ballast Nedam Development and Blauwhoed as area partners for the development of the station area in Poort van Hoorn. Together with the municipality, these construction and development companies will transform the area around the station into a vibrant urban district, featuring housing as well as commercial and social amenities. On 2 October, the parties and the municipality signed a letter of intent, officially launching the collaboration. 

Area partner with extensive experience 
For the development of the Poort van Hoorn station area, Ballast Nedam Development and Blauwhoed have formed the consortium De Nieuwe Golf (The New Wave). The name stands for movement, connection and renewal, with respect for what already exists. Alderman Axel Boomgaars is enthusiastic about the collaboration: “They understand better than anyone where we want to go,” Boomgaars explains. “They have extensive experience in developing new urban areas and can quickly start building the first homes and amenities. At this prime location, we will jointly create a lively place that enriches the city—an environment where you want to be, where there is energy, and where it is pleasant to live.”

Onno Dwars, CEO of Ballast Nedam Development, adds: 
“We have already developed several station areas, such as in Utrecht and Delft, and we will bring that experience to Hoorn. What makes this development special is that we genuinely feel connected to this location—the historical charm and character of Hoorn appeal to us greatly. Working together with the municipality as partners creates a strong dynamic: we combine our knowledge and experience to allow the area to truly flourish. We are very much looking forward to this collaboration.” 

Becoming more urban 
The station area will make room for up to 520 homes and at least 13,500 m² of commercial and social amenities. With a new urban appearance and appeal, this location will become the driving force behind Hoorn’s ambition to become more of a city. Eltjo Bouwman, Director at Blauwhoed, says: 
“We will add new amenities that make Hoorn even more attractive. We will transform a monotonous area into a lively urban district, taking into account the existing city and the connection between old and new. We believe in area development that is rooted in the local context. By involving entrepreneurs and residents, we are building a neighbourhood that is both sustainable and widely supported.” 

Municipality and De Nieuwe Golf begin plan development 
Now that the agreement has been signed, the municipality and De Nieuwe Golf will immediately start working on a development plan. This plan will outline, among other things, what the area will look like, which amenities will be included, and how the surroundings will remain liveable and accessible during construction. The contemporary design will be created by Studioninedots, the design studio behind projects such as Wisselspoor in Utrecht. Once the plan is deemed feasible and of sufficient quality, the municipality and De Nieuwe Golf will enter into a formal cooperation agreement, which is expected to be concluded within about a year. 

At the same time, development will start on a first section of the area on the north side of the station. This will include approximately 50 to 60 apartments, with ground-floor space for amenities such as a restaurant, a bar, and a neighbourhood living room with co-working spaces. According to the current schedule, construction of this first phase will start at the end of 2026.

Further design of the station area 
In coordination with De Nieuwe Golf, the municipality will ensure a high-quality public space design, with attention to greenery. The municipality will also develop a public car park. On the north side of the station area, cars and bicycles will be accommodated in a single parking structure, while future residents will park in a dedicated residents’ garage. A new bicycle parking facility will also be built on the south side of the station. In addition, the station area will be improved as a transport hub for trains, buses, cyclists, pedestrians and cars. The municipality is working on this together with partners NS Stations, ProRail and the Province of North Holland.
